Senate committee hears bill exempting some community college employees from retirement restriction
The Senate Health and Pensions Committee, chaired by Sen. Bob Onder, received testimony on SB 17 (Romine) on Jan. 23. The bill exempts any person currently receiving a retirement allowance from the Public School Retirement System of Missouri and employed by a community college from a law restricting a person’s monthly retirement allowance if they exceed 60 percent of the statutory minimum teacher salary. Testifying in support of the bill were Brian Millner, Missouri Community College Association; Otto Fajen, Missouri National Education Association; Marie Walden, Public School Retirement System of Missouri; Tim Green, Missouri Retired Teachers Association; and Matt Michelson, Missouri State Teachers Association. The bill was voted out of committee during executive session on Jan. 24.
 
Commissioner testifies before House Subcommittee
on Appropriations for Education
On Jan. 23, Zora Mulligan, Commissioner of Higher Education, presented a short department overview for the House Subcommittee on Appropriations for Education. Public testimony regarding the Higher Education FY2020 budget began in the seven-member House subcommittee on Wednesday and will continue next week. Testifying in support of the Access Missouri Grant was Olivia Wilson with Keep Me In College, and Robin Elkthunder with Independent Colleges and Universities of Missouri (ICUM).
 
Senate Appropriations Committee begins budget process
The Senate Appropriations Committee began their budget process Jan. 23, with an overview of the FY 2020 budget from the State Budget Director, Dan Haug. Members of the public were invited to testify on budget bills. Testifying in support of need-based financial aid was Karissa Anderson with Active Advocacy Coalition; and in support of the Access Missouri Grant was Olivia Wilson with Keep Me In College, and Robin Elkthunder with Independent Colleges and Universities of Missouri (ICUM).
